There is an opportunity for residents and stakeholders to comment on a proposal for a small bar at the Yanchep Central Shopping Centre.
But before the bar proposed for the site previously occupied by the Full Flava café can be approved the City of Wanneroo needs to approve the proposed change of use to unlisted use (small bar) at tenancies 23 and 24, 1 Peony Blvd.
A development application for the proposal says the maximum number of patrons at the venue, which will include an alfresco area, at any one time would be 120.
According to the management plan music at the venue will be in line with the Liquor Control Act 1988 and all care will be taken to ensure music has no impact on neighbouring businesses and residential premises.
The management plan also says the permitted trading hours will be as per section 98AA of the Liquor Control Act 1988 – Monday to Saturday 6am to midnight, Sunday 10am to midnight, New Year’s Day from immediately after midnight on New Year’s Eve to 2am, Good Friday or Christmas Day from noon to 10pm but only for liquor sold ancillary to a meal supplied by the licensee and Anzac Day from noon to midnight.
But further on the proposed hours are listed as Monday to Sunday from 11am to midnight (subject to demand with the proposer saying they expect to close at 10pm Sunday to Thursday).
Another part of the management plan under the heading local planning policy No 2.8 proposes the opening hours from 9am to midnight Monday to Sunday (with alcohol service from 11am to midnight and in line with small bar licence restrictions).
“These hours are the maximum we would open, at our bar in Joondalup we open 12 noon every day close by 9pm every night other than Friday and Saturday unless a special occasion occurs, the management plan said.”
The Yanchep Lagoon Primary School is 400m from the proposed bar, the Tiny Kingdom Early Learning Centre 450m, Yanchep Secondary College 1km, Busy Bees Nursery 1.2km and Yanchep Community Church 1.8km.
The management plan also says care has been taken to design the outside area with a privacy type wall which will allow shopping centre patrons to access the shopping centre without issue.
Some Village estate residents have said the site is more suitable for a café or restaurant.
“The proposed tavern would be situated at the entrance to the shopping centre, adjacent to the barber shop, next to a vape store, opposite a bottle shop and the site is not the right location for such a venue,’’ they said.
“Yanchep has a safe family friendly vibe and such a venue operating seven days a week from 11am to midnight would certainly encourage and/or bring antisocial behaviour to what is currently a quiet neighbourhood.
“Being at the entrance to the shopping centre would likely detract from the other businesses and perhaps deter other shoppers from going to the shopping centre.
“Being able to attract up to 120 patrons at a time is quite a considerable number.
“There would be other locations that a tavern would make more sense rather than placing it in that space at the front of the shopping centre.
“It’s not like there isn’t access already to drinking establishments in the area e.g. sports club, Yanchep Inn, Lagoon Café, Two Rocks Tavern and not to mention many establishments heading south down Marmion Ave towards Alkimos, Trinity, Butler etc.’’
