A tavern, to cater for 800 patrons, proposed for the corner of Marmion Ave and Peony Blvd has been deferred for up to three months with a shortage of parking bays one of the issues highlighted.
To be called The Carnaby the $3 million tavern is proposed to operate from 11.30am to midnight seven days a week.
The proposal outlined the removal of 45 of the Yanchep Central’s parking bays to facilitate the building of the tavern, which would have a maximum capacity of 500 patrons internally and 300 patrons in the external areas.
The proposal went before the Outer Metro development assessment panel (DAP) on May 8 with City of Wanneroo councillor Natalie Herridge putting forward a motion that the DAP refuse the development application because it proposed 394 parking bays, when 572 were required.
Cr Herridge’s motion – seconded by councillor Sonet Coetzee – also said the city’s district planning scheme required a minimum of 8 per cent landscaping to be provided on site.
“The application proposes 5.27 per cent, with no detailed landscaping plan provided,’’ Cr Herridge’s motion said.
Her motion also said Schedule 11 of the City of Wanneroo’s district planning scheme No. 2 indicated built form requirements, including setbacks to the primary and secondary street, which the proposed development had not met.
A procedural motion was then moved that the development application be deferred for up to three months (August 8) to allow the applicant the opportunity to work with the city to address concerns raised in relation to the three reasons given for refusing the application, which was carried unanimously.
The panel considered that variations sought to the scheme provisions were not adequately addressed but that there was scope for a satisfactory outcome to be achieved.
Before the DAP meeting PTS Town Planning on behalf of the proponent wrote to the panel saying the tavern had been issued a conditional grant of a tavern restricted licence by the Director of Liquor Licensing.
“It is noted that originally the tavern was proposed on the northern vacant portion of the site, however, in discussions with the city, the city was of the view that the tavern should be located along the Peony Blvd frontage as it provides more activity to Peony Blvd,’’ the letter said.
Public consultation started on December 7 and finished on December 22.
In its responsible authority report (RAR) the city said advertising was undertaken by way of notice in the local newspapers and in writing to surrounding landowners/occupiers within 200m of the proposed development.
“The development plans and all supporting documentation were also published on the city’s website and a sign was installed on site,’’ the RAR said.
“A total of 64 submissions were received – of the submissions received, 28 were in support, 34 were objections, one general comment and one submission was formally retracted.’’
The key concerns raised within the objections were the appropriateness of the location for the proposed use, demand for parking, increased traffic volumes, the proposed hours of operation and capacity of the tavern and amenity impacts on surrounding landowners.
