Provider fails 19 requirements for Moreton Bay residents

The Aged Care Quality and Safety Commission found 19 failures as its reasons to impose a “sanction or notice to agree” against the provider of care for Moreton Bay House.

Standard 1 Consumer dignity and choice requirement (d) and (f) failed.

These requirements ensure each resident is supported to live the best life they can, and that their privacy is respected and personal information is kept confidential.

Standard 2 Ongoing assessment and planning with consumers requirement (a), (b), (d) and (e) failed.

These requirements ensure assessment and planning includes the resident’s health, wellbeing, and effective care. And, it addresses the resident’s needs, goals and preferences. They also require that care and services are reviewed regularly.

Standard 3 Personal care and clinical care requirement (a) (b) and (d) failed.

These requirements ensure each resident gets safe and effective personal and clinical care, effective management of risks and any deterioration is recognised and responded to.

Standard 4 Services and supports for daily living requirement (a) (b) (c) and (f) failed.

These requirements ensure each resident gets safe and effective services and supports for daily living that meet their needs, goals and preferences and optimise their independence, health, well being and quality of life. They ensure services and supports promote their emotional, spiritual and psychological wellbeing. And that they enable residents to participate in their community, socialise and do things which interest them. This requirement also ensures that meals are varied and of suitable quality and quantity.

Standard 5 Organisation’s service environment requirement (b) failed.

This requirement ensures the facility is safe, clean, well maintained and comfortable; and enables consumers to move freely, both indoors and outdoors.

Standard 7 Human resources requirement (a) and (c) failed.

These requirements ensure the number and mix of staff enable the delivery and management of safe quality care, and services. Additionally, that the workforce is competent, with qualifications and knowledge to effectively perform their roles.

Standard 8 Organisational governance requirement (c) (d) and (e) failed.

These requirements ensure effective governance systems across the organisation. They demand accountability involving information management, finance, the workforce, regulatory compliance, feedback and complaints. They also ensure abuse and neglect are identified and responded to. Additionally, it includes antimicrobial stewardship, minimising the use of restraint and open disclosure.

Industry Standard 6 is titled Feedback and Complaints. The Commission did not report any failures of requirements relating to this standard.
