Closed meeting to discuss Gingin development agreement

Gingin council went behind closed doors this week to consider entering a deed of agreement relating to Lot 601 Brockman St, which is prime land with residential, town centre and parks and recreation reserve zonings.

What proposal was put forward by the applicant Acumen Development Solutions for the 17.7ha lot owned by George Gifford has not been made public but after the confidential session the shire said the councillors had given in-principle support for what had been proposed in relation to public open space.

Acumen Development Solutions provides project management and development consultancy services to landowners and investors of englobo landholdings and also manages the development, marketing and sales of Yanchep Beach estate in Yanchep and Atlantis Beach estate in Two Rocks.

Part of Lot 601 Brockman St was rezoned from residential R5, residential R10, future development zone, town centre and roads to residential R10, residential R10/30, town centre and parks and recreation reserve with gazettal taking place in May 2017.

A Shire of Gingin local planning strategy map 2014 shows a bigger town centre zoning area for Lot 601 Brockman St, which is bordered by Weld St, than the Shire of Gingin local planning scheme No. 9 map 13.

The Shire of Gingin local planning strategy adopted in 2012 says the indicative population potential for the Gingin town site could be an additional 2000 people though that estimate undoubtedly takes in more land flagged for future development than Lot 601 Brockman St.

Information released by selling agent Country Values Real Estate says subdivision of the land parcel could possibly achieve 210 lots.

The Shire of Gingin’s officer’s report on Tuesday, September 20 said the council meeting was closed to the public (and media) due to “a matter that if disclosed would reveal

  1. a trade secret,
  2. information that has a commercial value to a person, or
  3. information about the business, professional, commercial or financial affairs of a person” – where the trade secret or information was held by or was about a person other than a local government.

While behind closed doors councillors also decided against accepting an offer to buy Lot 125 (20) Brockman St with the shire saying at the end of the meeting that councillors felt sale of the land was premature at this stage.

The officers report on the item said the reason for confidentiality was the discussion of a price for the sale or purchase of property by a local government.
